In this 13th issue of ENERPO Journal, we are pleased to present a diverse collection of articles addressing methodological innovations, regional energy politics, climate finance, and evolving dynamics of the global energy transition.

The issue opens with Alisher Narynbaev’s article presenting a universal day-ahead PV power forecasting methodology that combines physical and machine-learning approaches and demonstrates strong performance on datasets from China and Russia. Armen Tadevosian then examines Russia’s gas export strategies, comparing LNG and pipeline channels in the context of technological change, market diversification, and geopolitical constraints. We also introduce a focused series on the evolving energy landscape of Central Asia. A contribution based on Maxim Titov’s presentation at the Central Asia Climate Change Conference analyzes the region’s emerging climate finance architecture, from adaptation funding gaps to the growing role of development banks and green financial instruments. Kasiet Toktogulova explores small- and medium-scale clean energy technologies in Kyrgyzstan, assessing their potential and the barriers to their wider deployment. Samira Odinabekova investigates hydropower politics and transboundary water management, highlighting the Rogun Dam as a key case for understanding regional competition and prospects for water–energy cooperation. Tabrez Safarmamadov analyzes the strategic role of Central Asia’s critical minerals including lithium, rare earth elements, cobalt, and copper within global clean-energy supply chains. Finally, Vladislav Tsarkov examines Algeria’s energy transition amid Europe’s search for alternative gas suppliers, emphasizing the strategic tension between short-term hydrocarbon revenues and long-term renewable energy goals.
